The position is responsible for leading and providing hands on filming, editing and development of high quality videos for the Department.
  1. Qualification
Certificate IV or higher qualification in Film and Television Production or equivalent and relevant work experience.  Solid experience using Final Cut 7 Pro and above or similar software with demonstrated ability of a quick learner of the software.
  1. Specific  Competencies
1.    Undertake video shooting, editing and archiving of files. Conceptualising creative content for video development and also editing video production for different Media platforms and the Media in general.
2.    Provide effective management in the administration of all video projects and equipment also coordinate studio and field productions.
3.    Provide advice on technological developments in the television and film industry, including replacement costs of audio- visual equipment.
4.   Institute quality control, specification of equipment, daily monitoring of studio and related equipment and maintain equipment history cards.
5.    Cataloguing of archival material and retrieval system for audio-visual productions including historical, cultural, social, political and educational material for reference and publicity purposes.
6.   Identify new programmes, including educational and commercials; analyse relevance of activities/ productions to ensure they comply with the core objectives of the Department.
7.    Prepare annual estimates for upgrading and replacement of technical equipment, including estimates/quotations for documentaries.
8.    Managing the organisation of the project and related media assets as well as backing up/archiving.
  1. Knowledge and Experience
  1. 3 years’ experience in all facets of film and television production is required.
  2. Significant experience in technical and creative components such as concept development, screen-writing, directing, camera operation, and production management, video editing and sound design.
  3. Excellent knowledge of the use of Final Cut Pro, Adobe Premiere, Adobe After Effects (Special Effects), and equipment  and other relevant softwares currently used in the filming and television industry.
  4. Sound understanding of production and post-production process for filming.
  5. Strong understanding of post-production workflow and the ability to provide recommendations to any process/workflow to increase efficiency.
 IV.   Skills and Abilities  
  1. Demonstrated ability producing high quality content for television, feature and documentary and educational videos, and commercials.
  2. Proficiency in all aspects of film and TV production, creation and editing short-form video content from creative briefs, brainstorming ideas for video content alongside editorial and creative teams and arranging and directing high-quality video shoots
  3. Demonstrated ability to analyse, develop and solve complex filming and video technical systems and to provide assistance to a wide range of individuals across the organization;
  4. Ability to follow instructions and meet set deadlines, in particular with regards to video development;
  5. Excellent communication skills, both written and oral, and ability to work independently with minimal supervision;
  6. Demonstrated ability to maintain confidentiality and neutrality in a sensitive environment;
  7. Service oriented approach with a commitment to supporting the operational / corporate environment of the organization.
SALARY:        $23,458             GRADE:          SS03

The position is responsible for the provision of human resource administration advice and services personally and though the supervision of reporting staff.
  1. Qualification
A relevant Post Graduate qualification with an Undergraduate Degree in Management & Public Administration, Business Administration or equivalent from a recognised institution with relevant work experience.
  1. Specific  Competencies
1.    Formulate and review assigned human resource plans, policies and guidelines.
2.    Manage the recruitment and selection process in compliance with the OMRS Guideline
3.    Coordinate staff establishment arrangements within the approved Department structure.
4.   Effectively manage and supervise staff of the Administration Section and the unestablished cadre.
5.    Process disciplinary cases in a timely manner.
6.   Provide effective reports on HR administration activities and outcomes, along with recommendations for improvements and future programs.
7.    Contribute to the organisation through provision of quality customer services, participating in initiatives to promote team work and employee health, safety and wellbeing and participation in selection panels.
8.    Undertake all official correspondence in relation to human resources and administration matters.
9.   Liaise with relevant government agencies and stakeholders on human resources management and administrative matters.     
10. Supervise management of the Human Resource information system including records and correspondence flows through sound management of the Department’s Registry.
  1. Knowledge and Experience
  1. At least 5 years’ experience in a human resource supervisory role.
  2. Practical working knowledge of the principles and procedures for personnel recruitment, selection, remuneration and benefits, discipline, performance management, employee relations, and health and safety.
  3. Understanding of the Fijian Constitution (2013) and applicable laws of Fiji.
  4. Working knowledge of public sector administration and financial management policy and procedures.
 IV.   Skills and Abilities  
1.    Demonstrated attention to details and high level organisation and analytical skills;
2.    Demonstrated ability to manage demanding workload and tight deadline personally and through effective team leadership achieve results;
3.    Ability to effectively work within a team with people from diverse backgrounds and communicate with people at all levels and proven team leadership skills and abilities;
4.   Demonstrated ability to maintain confidentiality, in a public sector environment;
5.    Capacity to utilise computer programs to support the operations of complex organisation;
6.   Service oriented approach, with a commitment to supporting the operational / corporate environment of the organisation;
7.    Excellent written and verbal communication skills including public relations skills;
8.    Demonstrated ability to tactfully deal with employees within the required legislative and policy framework;
9.   Service oriented approach and ability to develop, co-ordinate and maintain stakeholder relationships.

SALARY:           $39,452                         GRADE:          SS01
